Background York has been allocated £5.1m from the UK Shared Prosperity Fund, subject to approval of the Investment Plan submitted in August 2022. Over £600k of that funding relates to the current financial year, with work in the city centre and our secondary shopping areas representing over two thirds of our intended spend in the current period. In order to ensure that such work can be delivered, a decision is required prior to Government approval to allocate funding to the Acomb Front Street project. £250k from the 2022/23 allocation and £145k from 2023/24 will be spent on improving the public realm in Acomb Front Street. The funding will enable the replacement of bollards, paving and drainage, improvements to signage and the provision of a new traffic gate. |

Comments/Observations: Approval from Government for the York UKSPF Investment Plan is expected in November or December 2022. In order to undertake work beginning in January, orders must be placed for the necessary supplies by the end of November. This means that a decision must be taken to pre-allocate UKSPF funds to the project prior to formal approval from Government. In the unlikely event that the Government funding does not materialise, the work will be funded from the council’s capital highway maintenance budget. This can be managed through anticipated slippage of the programme in 2022/23 and the 2 year impact will be incorporated into the 2023/24 programme that is agreed after the final budget is approved in February 2023. Decision: To commission highways improvements in Acomb Front Street and allocate £395k from the York UKSPF Investment Plan (intervention E1) to the work, with the anticipated split between years to be £250k in 2022/23 and £145k in 2023/24.
